Transportation Committee: NYC Bill 0279-2022, a municipal zero-emissions vehicle bill

Council Member Powers and Council Member Rivera are sponsors of a newly proposed New York City transportation bill, Int. 0279-2022. Wayne Arden is Chair of the NYC Sierra Club Transportation Committee and a member of the Executive Committee. He will be the moderator, guiding a discussion with the council members about the bill and its prospects. 

In 2020, transportation accounted for 25% of NYC’s greenhouse gas emissions, second to emissions from stationary sources (mostly buildings) at 70%. NYC has been proactive in tackling emissions from buildings, passing the 2019 Climate Mobilization Act and related legislation. The NYC government has various electric vehicle (EV) pilots underway but has not yet deployed a significant percentage of its fleet as EVs. EVs dramatically reduce both direct and indirect emissions. 

Int. 0279-2022, a municipal zero-emissions vehicle bill, would require NYC to purchase only zero-emission light-duty and medium-duty vehicles beginning July 1, 2025, including school buses. NYC would be required to purchase only zero-emission heavy-duty and specialized motor vehicles beginning July 1, 2030. NYC would be required to convert its entire fleet of light-duty, medium-duty, heavy-duty, and specialized motor vehicles to zero-emission vehicles by July 1, 2035. NYC has the largest municipal fleet in the country, approximately 30,000 vehicles. 

The bill is distinctive in two regards. First, it is comprehensive, covering all the vehicle types that NYC owns or leases. Second, it includes purchasing deadlines as well as a fleet conversion deadline. A caveat exists: NYC would not be required to purchase zero-emission vehicles in a specific vehicle category if they cost 50% more than the next highest emissions rating category of vehicle. 

The bill was introduced in May and as of June 30 had 14 sponsors. The NYC Council has 51 members; 26 council members are needed to pass a bill. A veto-proof majority requires 34 votes. The NYC Council will likely hold a hearing during the autumn of 2022.
